About Siobhan Jolley
I’m Siobhan Jolley, founder of SLJ Consulting, LLC. My work is dedicated to helping organizations, communities, and individuals navigate complex challenges through thoughtful facilitation, strategic communication, and collaborative engagement.
I specialize in designing processes that bring people together—especially in high-conflict or sensitive situations—so they can move forward with clarity, trust, and shared solutions.
My Background
With degrees in Communications and Conflict Resolution, plus experience in court-based mediation and 17 years at a professional services firm, I bring both practical expertise and a calm, grounded presence to the work.

Outside of Work
While I take my work seriously, I also believe the human side of connection is just as important.
I grew up in the Finger Lakes region of Upstate New York and relocated to Salt Lake City nearly 20 years ago. These days, you can usually find me skiing, camping, or gardening. Most of all, I love spending time with my husband and our two kids.
I draw inspiration equally from nature and community—both remind me that growth takes time, care, and collaboration.
My Approach
At the heart of my work is a simple belief: people are capable of remarkable things when they feel heard, respected, and supported. My role is to create the conditions for that to happen.
Key Projects & Experience
The following are selected projects that Siobhan contributed to and/or led in previous roles before founding SLJ Consulting:
Colorado River Drought Task Force (2023) – Co-facilitated a multi-agency task force; recommendations adopted by the Colorado General Assembly to address drought in the Colorado River Basin.
I-15 Environmental Impact Statement (2020–2024) – Led day-to-day communications for a $3.7B transportation corridor investment, engaging residents on mobility, housing, and equity impacts.
Minidoka Lava Ridge Stakeholder Assessment (2022) – Conducted outreach on a nationally significant Japanese-American civil rights site, creating BLM’s engagement framework for EIS planning.
Salt Lake County ARPA Facilitation (2022) – Designed and led a countywide leadership retreat; built consensus on allocation of $200M+ in federal recovery funds, delivering a clear roadmap for implementation.
Salt Lake City Public Utilities Rate Study (2016–2018) – Convened a Rate Advisory Committee ensuring equity, fairness, and community values were embedded into long-term rate structures.
Japantown Redevelopment Facilitation (2018) – Brokered consensus between Salt Lake City’s Japanese-American community and developers to protect cultural heritage while advancing redevelopment.
Air Quality & Climate Roadmap (2019) – Supported Kem C. Gardner Policy Institute in developing a legislative roadmap on climate and air quality, integrating input from scientists, health leaders, and policymakers.
